Navagam is a revenue village in Dholera taluka, Ahmedabad district. If a seller’s paperwork says Dhandhuka, that isn’t necessarily an error — Dholera taluka was created out of villages of Dhandhuka and Dholka talukas, and Census 2011 still lists Navagam under Dhandhuka. Current revenue records sit under Dholera taluka. The Gujarat Panchayat department’s e-Gram centre list records Navagam under Dholera, Ahmedabad.
Two things set Navagam apart from most villages around Dholera. The first is size. At about 9,432 hectares (Census 2011), it’s several times larger than a typical village here. Two parcels can sit kilometres apart and still carry the same village name, so a single “Navagam rate” doesn’t tell you much on its own — the road, the access and the position inside the village do most of the work.
The second is the airport. Dholera International Airport is being built on land in this village: about 1,426 hectares of government land at Navagam, developed by Dholera International Airport Company Ltd (DIACL), a joint venture of the Airports Authority of India, the Government of Gujarat and NICDIT. The DSIRDA Draft Development Plan map marks the site inside Navagam, alongside a note that further land acquisition is under process. Work is under way; no operational date has been published, so don’t assume one.
Navagam itself lies outside the notified Dholera SIR area. The Draft Development Plan places the airport north-east of the DSIR, and the plan’s own list of 22 villages inside the notified area doesn’t include Navagam. The DP map labels it an adjoining village, with the village label roughly 1.2–1.4 km from the SIR boundary.
Navagam’s land records are held under Dholera taluka, Ahmedabad district. Pull the 7/12 and 8-A extracts from the e-Dhara kendra at the Dholera taluka office, and take any measurement or survey-number query to the DILR office, Ahmedabad. Older extracts, and some seller paperwork, will show Dhandhuka taluka — that reflects the position before Dholera taluka was created and isn’t a defect in the record, but always pull a fresh copy under Dholera taluka before you pay anything. Confirm which sub-registrar office currently has jurisdiction over Dholera taluka before you fix a registration date.
Agricultural land in Gujarat can only be bought by someone who qualifies under the state’s tenancy law. If you don’t, the parcel needs to be NA-converted before you can buy it, or the purchase has to be structured differently. Sort this out before you pay an advance, not after.
Navagam is an adjoining village, not a village inside the SIR. On the DSIRDA Draft Development Plan map its label sits roughly 1.2–1.4 km from the notified boundary — close, but the village is outside the line, and none of its land falls inside the notified area.
That distinction decides what you get. Inside the SIR, DSIRDA plans the roads, the TP scheme reconstitutes your survey number into a final plot, and infrastructure follows a published plan. Outside it, in Navagam, none of that applies. Roads, water and power here follow ordinary rural timelines, and your parcel stays the survey number it is today.
What Navagam has instead is the airport site, physically inside the village. Work is under way, and the DP map notes that further land acquisition is under process. Neither of those is the same as planned urban infrastructure arriving, and no operational date for the airport has been published.
Why the difference? Plot rates include NA conversion, internal roads, demarcation and the smaller ticket size. Bulk land is the same land before that work is done.
