Hebatpur is the largest village inside Dholera SIR by population. The Draft Development Plan records 5,236 residents at the 2001 Census and names it as the biggest of the 22 villages – against 141 in Bhimtalav, the smallest (DSIRDA Draft Development Plan, Appendix C, Table C-1). By area it covers roughly 72.66 square kilometres, which puts it among the larger villages but behind Bavliyari and Bhangadh. It sits in Dholera taluka of Ahmedabad district, where its land record carries village code 023.
That population matters for what a buyer actually finds on the ground. Hebatpur is an established settlement rather than open farmland with a name attached, and residential, industrial and commercial parcels all trade here.
Its land spans three Town Planning Schemes – TP4, TP5 and TP6 – which no other village inside the SIR does. All three name Hebatpur in their part-village lists. All three sit outside the Activation Area, and all three are at their own stage, so which scheme a parcel falls in is a real question here rather than a formality.
One thing to check before buying: the Development Plan’s forest schedule records about 759 hectares of the village as notified forest, across six survey numbers (Appendix I, Table I-1).
The scheme question matters more here than in any other SIR village. Hebatpur land is spread across TP4, TP5 and TP6. Ask which of the three the parcel is in, then which sub-scheme, then what stage that sub-scheme has reached – and ask to see it on the sanctioned drawing. A seller who answers “it’s in the TP scheme” has not answered the question.
Then the forest schedule: compare the parcel’s survey number against 28/2, 201, 202/2, 203/1, 204/2 and 57/2, the entries listed as notified forest in the Development Plan’s Appendix I. Forest-notified land cannot be treated as ordinary agricultural land.
For the land record itself, use AnyROR: Ahmedabad district, Dholera taluka, village code 023. If you have seen Hebatpur listed under Barwala taluka in Botad district, that comes from the 2011 Census and the Draft Development Plan, and it is not where the live record sits.
Then the usual: the Final Plot (FP) number, the DSIRDA NOC and confirmation of NA clearance. A survey number on its own tells you where the land is, not what stage it has reached.
Hebatpur’s land appears in three Town Planning Schemes – TP4, TP5 and TP6. Each of those draft scheme drawings names Hebatpur in its part-village list: TP4 alongside Dholera, Mundi, Panchi, Bhangadh, Zankhi, Mahadevpura and Sandhida; TP5 alongside Panchi, Bavliyari, Sodhi and Sangasar; TP6 alongside Zankhi, Bavliyari, Bhangadh and Mingalpur. No other village inside the SIR appears in three schemes.
Which villages belong to which scheme is settled by those drawings. What is not settled is how much of each scheme comes from Hebatpur land – we hold no verified percentage breakdown for TP4, TP5 or TP6, and we are not going to estimate one. Membership is confirmed; share is not.
For a buyer this makes the parcel question sharper than usual. A plot described only as “Hebatpur land” could sit in any of three schemes, each at its own stage. Ask which one, ask which sub-scheme, and ask to see it on the sanctioned drawing.
TP4 also contains TP-4A, one of the two sub-schemes that make up the Activation Area. Hebatpur land is outside that sub-scheme – being in TP4 does not put a parcel in TP-4A.
