India is building something historical. Right near the rapidly growing Dholera Smart City, the world’s largest maritime museum complex is taking shape.
This project is called the National Maritime Heritage Complex (NMHC). It is being built at Lothal, a historic site famous for having the world’s oldest man-made dockyard from the Indus Valley Civilisation.

About the Project (NMHC)
The National Maritime Heritage Complex is a mega-project spread across 400 acres of land. It is being developed under the government’s Sagarmala Programme with a massive budget of around ₹4,500 crore.
The goal is to showcase 4,500 years of India’s rich naval and seafaring history. Instead of a boring museum, it is designed as an “edutainment” hub—combining education with entertainment.
Key Highlights of the Complex:
- 14 Theme Galleries: Displays tracing Indian ocean history from ancient mythologies to the modern Indian Navy.
- World’s Tallest Lighthouse Museum: A massive iconic tower structure.
- Asia’s Biggest Underwater Marine Museum: An immersive aquatic experience.
- Grand Naval Museum: Featuring real Indian Navy artifacts, including a Sea Harrier war aircraft and a UH3 helicopter.
- Lothal Recreation: A complete mock-up town showing how ancient people lived and traded with Egypt and Mesopotamia 5,000 years ago.
Latest News & Updates
The project is moving at an incredible speed. The government has already signed agreements (MoUs) with 10 countries—including the UAE, Portugal, Denmark, the Netherlands, and South Korea—to showcase shared global oceanic history. Four more nations, including France and Italy, are set to join soon.
To make the complex easy to visit, the Gujarat government has completed a Narmada water supply line to the site and is upgrading the connecting state highways into wide 4-lane roads.
Project Timeline
The museum is being constructed in different phases to open its doors as quickly as possible:
Phase 1A: The First Look
July 2026 (Target)
Includes six main museum galleries, the basic Lothal ancient township recreation, a jetty walkway, and the open-air Indian Navy defense displays.
Phase 1B: Massive Expansion
Post-July 2026
An addition of ₹3,000 crore worth of infrastructure. This brings eight more galleries, the world’s tallest lighthouse museum, and a spectacular 50-dome theatre.
Phase 2: The Global Tourism Hub
Final Phase
This phase will introduce Coastal State Pavilions, theme parks, a maritime research institute, and luxury eco-resorts for overnight travellers.
How It Affects Dholera
While the museum is physically located at the historic site of Lothal, it sits right on the doorstep of the Dholera Special Investment Region (SIR). This proximity creates a massive boost for the entire region.
| Impact Area | How Dholera Benefits |
| Tourism Economy | Dholera is known as a manufacturing and semiconductor tech hub (with huge plants by Tata and Micron). The NMHC adds a massive tourism layer, bringing millions of domestic and international visitors to the area. |
| Job Creation | The project is expected to create around 22,000 jobs (15,000 direct and 7,000 indirect). Many of these employment opportunities will directly benefit the local population and housing sectors in Dholera. |
| Real Estate Boom | With heavy tourist footfall, demand for hotels, rental properties, and commercial markets inside Dholera Smart City is expected to skyrocket, driving up property values. |
| Better Infrastructure | Massive infrastructure like the upcoming Ahmedabad-Dholera Expressway and the new Dholera International Airport will make reaching the world’s largest maritime museum smooth and effortless. |
The Takeaway: The National Maritime Heritage Complex isn’t just a nod to India’s proud history. By combining ancient history with modern infrastructure, it is turning the Dholera-Lothal region into an unmatched destination for both industrial technology and global tourism.
