Ports Near Dholera
The official DSIR positioning has always been “sea port in the vicinity”. Four working ports serve the region, and a major redevelopment is under way at Bhavnagar.
How Dholera Reaches the Sea
Gujarat has India’s longest coastline and the country’s largest commercial port, and Dholera sits inside that network on the Gulf of Khambhat. For an industrial region built around exports, that geography is the point.
The official positioning for Dholera SIR has been consistent about how this works. The project material describes an “airport and sea port in the vicinity”, with proximity to Ahmedabad, Bhavnagar and Vadodara, and logistics support from the Dedicated Freight Corridor. The Draft Development Plan puts it the same way: DSIR sits astride the corridor linking the DMIC, via Ahmedabad and Vadodara, to Bhavnagar and Pipavav ports.
So the sea leg of Dholera’s multi-modal connectivity is access to Gujarat’s ports rather than a port inside the SIR boundary. That is how the planning documents describe it, and it is a stronger position than it first sounds — the region gets four working ports from day one instead of waiting for one to be built.

Bhavnagar already has a rail line running to its existing berths, and Bhavnagar Terminus was electrified in 2022. The Western Dedicated Freight Corridor, completed in March 2026, connects this whole network to the national freight system. We are not publishing road distances to these ports, because published figures disagree and we have not measured them ourselves.
The Bhavnagar Redevelopment
The most significant port project for Dholera is at Bhavnagar. It is the development, operation and maintenance of the north side of the existing Bhavnagar port — a brownfield expansion of a working port rather than a new port on empty coast, which is why it starts with rail access and a functioning harbour already in place.
The idea came out of Vibrant Gujarat in January 2019, when a consortium of the Foresight Group of London, the Padmanabh Mafatlal Group of Mumbai and Boskalis of Rotterdam signed a memorandum with the Gujarat Maritime Board. In September 2020, GMB issued a Letter of Intent to their special purpose vehicle, Bhavnagar Port Infrastructure Private Limited, on a build-own-operate-transfer basis. The Prime Minister laid the foundation stone for the CNG terminal in September 2022.

Why the lock gates are the heart of this project. Bhavnagar creek has a tidal range of around 10 metres, among the highest in India. That tide carries enormous quantities of silt, and silt is what makes a port expensive to run.
The answer is a lock system: vessels pass through gates into an enclosed basin held at a steady level, so the harbour works around the clock regardless of tide. The tidal lock gate system planned here is described as the fourth largest of its kind in the world — which is also why it takes time. This is rare marine civil engineering, not a quay wall.
What’s Coming on the Sea Side
Four things are moving in this direction, at four different stages. Worth tracking together, because each one strengthens the others.

Kalpasar is the largest of these by some distance, and it has its own page. The Gujarat Government applied for environmental clearance in May 2026 for a 60.13 km dyke across the Gulf of Khambhat, from Kardej village near Bhavnagar to Paniyadra in Bharuch, creating a freshwater reservoir of about 1,600 sq km. The stated aim is to cut the road journey around the Gulf from roughly 240 km to about 60 km.
Its 19.83 km western flank connects to NH-751 near Kardej — the same national highway that continues north through Adhelai into the Dholera corridor.
Reading the stages on this page. Environmental clearance applications, DPR bids and location surveys are real steps that cost real money, and projects that reach them are being taken seriously. They are also earlier stages than construction.
Kalpasar is a proposed project, with published projections putting construction beginning around 2028. The sea bridge is at DPR stage. The coastal rail line is at survey stage. Bhavnagar port is furthest along, with land handed over and design under way. None of the four is under construction today.

On capacity: published figures range from 4.65 million tonnes a year with 0.3 million tonnes of that being CNG, to a CNG handling capacity of 1.5 million tonnes a year. Those cannot both describe the same thing, and we have not found an official source that settles it, so we do not put a number in our own words.
