Bhimtalav is a village inside Dholera SIR, in Dholera taluka of Ahmedabad district, covering roughly 7.40 square kilometres. That makes it the smallest of the SIR’s 22 villages – Panchi, the next smallest, is close to twice its size.
It was small before the SIR arrived, too. The Draft Development Plan’s own demographic table records 141 residents at the 2001 Census, the lowest of any village in the region; the next lowest, Cher, had 342. Literacy was recorded at 61 per cent. Most of what Bhimtalav is like as a place rather than as a land parcel follows from that – there is very little settlement here, and anything you need day to day is in a neighbouring village.
What draws buyers is position. Bhimtalav land sits in TP Scheme 2, and the village adjoins the Activation Area – the TP-2A and TP-4A stretch DSIRDA developed first. Adjoining is not the same as inside, and the Activation Area boundary follows scheme lines rather than village lines, so that has to be checked parcel by parcel rather than taken from the village name.
Two kinds of land trade here: residential-zone land, and land in the recreation and tourism zones, which is usually marketed as commercial. Those are different zones with different permitted uses, so the label on a listing is worth checking against the Development Plan.
Inside the SIR, the survey number you are shown and the plot you end up holding are not the same thing. Town Planning reconstitution redraws parcels – the original survey land is pooled, a deduction is applied, and a Final Plot is allotted back in a different shape and position. Ask for the FP number and the scheme stage, not just the survey number.
Two checks matter more than the rest in Bhimtalav. First, Activation Area overlap: the village adjoins it, which means some parcels sit close to the line and others well back from it. Get that confirmed against the TP-2A map rather than from a brochure. Second, zone – residential and recreation/tourism land both occur here, and the permitted uses are not interchangeable.
Then the ordinary checks: 7/12 and 8-A entries on AnyROR, encumbrances, DSIRDA NOC where applicable, and NA status.

Bhimtalav sits within TP Scheme 2 – the scheme covering the central belt of the SIR, and the one that contains TP-2A, part of the Activation Area.
Bhimtalav land makes up about 6.26 per cent of TP Scheme 2’s total area. Read that carefully: it describes how much of TP2 is Bhimtalav land, not what proportion of Bhimtalav sits inside TP2. The two get confused often and they mean very different things for a buyer. The percentage itself comes from secondary compilations rather than the TP2 scheme document, so treat it as indicative until you have checked DSIRDA’s own record.
In practice a single-scheme village is simpler than a multi-scheme one. Where land is drawn into three schemes, the applicable rules and stage change from parcel to parcel. Here the scheme answer is the same across the village. The stage, the Final Plot position and the Activation Area overlap still are not.
